Supporting Supply Chain During Extreme Weather Events

The World Road Association (PIARC) Technical Committee 1.5 on Disaster Management (TC1.5) has established Task 1.5.3 related to “Supporting Supply Chain during Extreme Weather Events” addressed by Working Group 3. The key topics examined by TC1.5 Working Group 3 included:

  • Short- and medium-term preparedness, mitigation, response and recovery measures for securing the resilience of road networks to support supply chain continuity, which includes training, technologies, tools, management strategies/actions, managed asset use, intelligent transportation system technology and devices for situational awareness, and incident management strategies and quick clearance operations.
  • Long-term preparedness, mitigation, response and recovery measures for securing the resilience of road networks to support supply chain continuity, which includes operation/business continuity planning strategies, system redundancy considerations, traffic modelling of supply chains for various disasters, and creation of resilient interconnections between transportation assets and other critical infrastructures.

This report presents the results of an online questionnaire survey carried out between October 25 and November 30, 2024. The survey questions were developed around five main themes including organizational information, emergency management preparedness and planning, supply chain logistics and management, technology and data collection and case studies. The questions were designed to gather insights into the preparedness, coordination, response and recovery strategies/capabilities of organizations; identify challenges; and suggest areas for improvement across various sectors and levels of government, as well as among private entities and community organizations.


The survey found a high level of emergency preparedness and training by transport organizations but limited awareness, data collection or support for supply chain management during emergency response.


This survey report is being published as an intermediate deliverable of TC1.5 Working Group 3. It will be followed by additional research including an analysis of case studies and a literature review. The final technical report on the topic will be published following the XXVIII World Road Congress in Vancouver, Canada, in October 2027.
